Bhopal incident has brought in sharp focus, aspect of hazards arising out of chemical factories and the severity of damage these hazards can cause to the public around. This has led to widespread alarm and deep concern. Though the management of factories and the authorities has responded to the challenge and has introduced number of measures to minimise and control the hazards, chances of accidents cannot be totally negated.

“Zero Risk” situation does not simply exist. Hence there is a need for preparedness and planning for containing any likely emergency efficiently and quickly to keep the damages to the minimum. The tragic drama that unfolded at Bhopal on that fateful night brought out this stark reality very vividly. The absolute lack of planning and unpreparedness for facing any kind of emergency led to gruesome consequences to the unfortunate city.
